If your tailgate on your 1st Gen Tundra is rattling around, it likely needs new bushings. They are no longer available from Toyota. There is someone who offers a $35 3D printed kit for replacement, but if you have your own 3D printer, why not just make your own for much less. These fit fairly tight and will need some tapping to get them into the pocket in the tailgate. You will also need to add #8 screws and nuts to secure them. Thread locker is recommended, but not required.
