To make this model I sketched and dimensioned the side of the model, then I extruded the sketch upwards. For part two I sketched on one face of the part, then extrude cut and extrude cut with an offset to make the extrude cut around the circular holes. Then I drew a rectangle to dimension above the top part and extrude cut it through the part. For part three I chose both side faces of the part and made an offset sketch and extrude cut to finish the part.
