Its purpose is to connect the vessel/yacht/ship (via cables and tubes) with the power supply and water supply of the port, when the ship is tied in a port. At the inside end of the connection tube, there is a hatch which is always closed and sealed whenever the ship travels or is at open sea, in order to prevent water from coming inside the hull. You can see the frames too.
