Fabricated tool as printed on page 1H17 of the Piper Comanche maintenance manual. Position on the stabilator as described in the manual, and use a level/protractor to to determine neutral position. Ours is CNC'd out of cheap plywood, so just about any reasonably stiff material should be suitable. This is listed as for the PA24-180/250/260.
