The outer rings of the two ball bearings are both attached to the scooper. These rings would drive the scooper to rotate. The inner rings are attached to the container, this is to keep the container steady with the hole on top where the scooper would be dropping the regolith as the rings and the scooper move forward. And if the bucket is full, all that has to happen is for the outer rings to rotate the opposite direction of when it scoops. The hook (blue in the file) will be used as a stopper to be able to rotate the container together with the outer rings of the ball bearing and as the container rotates 180 degrees, the regolith would fall on its own due to gravity.
